Study of the Impact of Fire Attack

As busy firefighters, you don’t have time to review the hundreds of pages that come out of each study done by Underwriter Laboratories’ Fire Safety Research Institute. Fortunately, there are people who have done that for you! Dennis LeGear and Tony Carroll served as technical panel members and were keenly involved in the UL studies. As firefighters, they can share their unique insight and expertise into the studies’ findings—something not found by reading the studies alone. Attend this no-nonsense, one-day class to learn what they’ve learned—and how you can apply it in your department.

Dennis and Tony will discuss lessons learned from various studies, including "Study of the Impact of Fire Attack Utilizing Interior and Exterior Streams on Firefighter Safety and Occupant Survival," and the "Coordinated Fire Attack." Topics will include:

  • General concepts of water mapping with interior and exterior (transitional) fire stream attack components

  • The details—and pros and cons of—solid, straight and fog water application

  • Air entrainment and the relationship between the nozzle application and search operations, as well as the importance of door control

  • Targeted search with VEIS in relation to both interior/exterior stream fire suppression as well as the benefits of this tactic

  • Vent times and types (access, life, fire) as it relates to coordination with suppression

  • The driving factors causing civilian death based on full-scale burns

This class will benefit all ranks of the fire service as it will enhance task, tactical and strategic decision making while also providing direction with equipment specification and evaluation.

Meet the Presenters

Dennis LeGear, retired Captain of the Oakland Fire Department, is the owner of LeGear Engineering F.D. Consulting (L.E.F.D.C.). He was a panel member of the UL “Study of the Impact of Fire Attack Utilizing Interior and Exterior Streams on Firefighter Safety and Occupant Survival” and “The Study of Coordinated Fire Attack Utilizing Acquired Structures.” He is currently managing several projects composed of industry experts that are leading widespread changes at the manufacturing level. He also is creator of the 1 3/16” smooth bore nozzle and TRU ID hose spec.

Tony Carroll is Deputy Chief of Operations with Louisa County, Virginia Fire & EMS Department. Previously, he completed a 29-year career with the District of Columbia Fire Department (DCFD), where he retired as Battalion Chief of the 2nd Battalion. He has served on engine, truck and rescue companies, at the training academy, and as a safety officer. In 2015, he was chosen to be a member of the Technical Panel for UL FSRI “Fire Attack Study.” He also represented the DCFD on the Technical Panel for the UL FSRI “Coordinated Fire Attack Study.” Tony also serves as an at-large board member of the International Society of Fire Service Instructors.
